What actually decides the purchase

Hootsuite bills per user, or seat. Its cheapest tier was $99 per user a month billed annually, which is $1,188 committed for one seat's year. Buffer bills per channel: Essentials was $6 a month per channel billed monthly, or $5 a month per channel with the year prepaid. One seat of Hootsuite costs more than several Buffer channels, but the two prices buy different things.
What the AI actually produces
Hootsuite's AI generates posts and images on every paid plan, and the page wraps it in "Wisdom", an AI teammate that drafts, recommends and analyzes. Buffer's AI Assistant refines and repurposes words you already wrote, with unlimited credits on all plans, Free included. Neither plans page claimed the AI makes video.
Approval and team machinery
Hootsuite puts review and approval workflows on Advanced and Enterprise, which start at $399 per user a month billed annually. Buffer puts content approval workflows, access levels and branded reports on Team, its top plan. For a one to three person shop, an approval chain is machinery you may never use; for a staffed team it is the whole point.
The free plan and the trial
Hootsuite has no free plan; it offers a 14-day trial that caps posting and switches off bulk scheduling for the duration. Buffer has a free plan that does not expire: up to 3 channels and 10 scheduled posts per channel. Permanence is the difference a small business feels first.
Scheduling and account limits
Hootsuite Standard manages up to 10 social accounts and schedules unlimited posts on paid plans. Buffer charges per channel, so the roster sets the bill, and its Free plan caps each channel at 10 scheduled posts while paid plans are unlimited. Which ceiling binds depends on how many profiles you actually run.

On 15 September 2026, Hootsuite's plans page led every tier with "Every plan runs on Wisdom, your AI teammate", and described that AI as drafting, recommending and analyzing. The tier prices were recorded the same day.

When neither one fits a one to three person shop
